Summary0004239: Scroll bar missing for mail body (HTML mail only)
Description

If composing HTML mail is enabled in user settings there is no scrollbar when writing or answering a mail. This happens with FF 54 (64Bit) as well as Chrome 60 (64Bit), both Windows and Linux Clients.

Please note that our SoGo version is 2.3.22 but the latest version in bugtracker is 2.3.21!

Steps To Reproduce
  1. Configure your webmail to compose HTML mails.
  2. Compose or answer a mail with enough text to exceed the mail body text field length.
