Hi,
I have exactly the same problem as sogou@oliver-kabierschke.de reported on users@sogo.nu some monthes ago. With a recent install (3.2.9.20170518-1 by rpm on Centos 7.3.1611), filters added in the GUI are registered in the database, but never sent to Sieve, so it doesn't create the sieve filter file.
All the tips given to Oliver have been tried without success.

However, the vacation feature works fine. It creates the file sogo.sieve AND the link .dovecot.sieve, and the auto response works fine. So I think that I can say that Dovecot, Sieve, and the configuration Sogo->Sieve is correct.

Please tell me if you can reproduce it on another system.

Steps To Reproduce

Create a filter in the GUI. The file sogo.sieve and the link .dovecot.sieve are never created. Filters don't work.
The file and the link, if created manually, are deleted but never recreated when saving a filter.

Having to do with debug for another thing, I've re-check the log with debug when saving a filter : it says nothing else than before.
How can I help for debugging ? What can I tried ?

This is really blocking me. We deeply use filters.
To try to know where I can search and what I can try, I need to know if I'm alone with this problem ? Is it working in this version for all others ??
I try to understand if I must search in Sogo, in config (I don't believe it, see above, but who knows), or in OS (CentOS + dovecot) maybe ?

Can you verify that your filter is enabled in the GUI? The checkbox on the left of the filter name must be checked.

Ho my god. Not me, not possible :(
OK : I supposed that this checkbox was for someting like "delete all selected" or so, and never thought that it was "activate it" !!

Well, my apologies. I go now whipping me with nettles.
