Summary0000238: Notification templates don't encode MIME headers in QP
Description

If you've got an non-ASCII entry as your full name, the notification templates won't encode that value correctly (in From/To fields - perhaps even in the subject fields).

Make sure everything is QP-encoded.

The bug can be reproduced with the folder creation/deletion notification templates.
