Summary0001949: Better Sieve management
Description

Sieve management is poorly used and need some extra work like a cron jobs to disable the vacation script.

Other project like Ingo (from Horde project : http://www.horde.org/apps/ingo/) can enable / disable Vacation on the fly with only a rule : no need to add an extra cron job.

Also, with Ingo, we can do what ever we want with Sieve server.

Some new function need to be added in SOGo to enable a better experience.
I don't think it's to difficult to do it for a developer.
