Summary	0001572: Automatically put filters in state active when creating new filters
Description	When we create a new filter via web interface, the new filter is not set to active in the filter overview list. We then have to first check the "Active" checkbox of the new filter and then save the filters. It would be more intuitive to directly put new filters in the "Active" state, so that we only need to save the filters.
