Summary0001270: Manage all sieve filters
Description

Like ACL administraton, should be very useful manage sieve filter too.
Only vacation filter is enough.
If user is not available, for disease or personal problem and admin wants to notify this absence to customers/senders, it's very hard. Admin doesn't know user's password for add a vacation filter.
A tab with all user's vacation filter should be very useful!
