Summary0005725: When language setting is set to Japanese, settings cannot be saved
Description

When "Preferences"->"Mail" is selected with language set to Japanese, the Preferences navigation is grayed out except for Mail, and the Save Settings button is not active when any of the settings are changed.

This problem is solved by setting language to English, but it occurs 100% in Japanese.

Change language setting to Japanese

This problem is not reproduced when the language setting is English

I found a new bug.
If the language setting is left in English, the settings are maintained, but if the language setting is changed to Japanese, all settings are initialized
Added IMAP accounts will also disappear.
