options configurable via ui. the users should be able to do it themselves.

Have you had a look under Preferences > Mail Options > Filters?

You can see it from sogo-demo.inverse.ca

If so, what's missing?

the demo shows exactly what i was lokking for... but my local install does not
show the filtering options under the normal mail prefs.
my sogo is 1.2.2.20100706
am i missing something else? any special sieve deps?

SOGoVacationEnabled / SOGoVacationEnabled or SOGoSieveScriptsEnabled
