Summary0004729: Cannot reply to external event change with the same PARTSTAT
Description

Using CalDav SOGo engine we are trying to reply, using the same PARTSTAT, to an external event change.
If the PARTSTAT is the same, SOGo engine will not send any email to the organizer for noticing the updated partecipation status of the attendee.

Steps To Reproduce

1) Create an event from an external provider and invite a SOGo user.
2) Reply to the organizer with PARTSTAT=ACCEPTED
3) The organizer will then move the event to another day
4) Reply to the organizer with the same PARTSTAT=ACCEPTED

No email will be sent to the organizer at this point to notify the new status.
The same for DECLINED and TENTATIVE if they were previously set.
