Summary0003480: %p appears in the end of the time picker for new web calendar event
Description

A strange %p appears at the end of the time selector field in newly created calendar events via the v3.0.0 web interface.

My guess is that this should be the AM/PM indicator and that something has not been escaped (or excessively) somewhere in the code.

Tested using Chrome 48.0.2564.97 or Firefox 44.0 on Ubuntu 14.04 LTS desktop (64 bit) browsers.

Steps To Reproduce

Log into web interface.

Ensure that in Settings -> General -> Time Format the "hh:mm AM/PM" format is selected.

Go to the calendar and create a new event.

The current time is displayed in both the From and To time pickers as "hh:mm %p".
